The RRS on Monday said Ibrahim had conspired with one Kampo to commit the crime on April 24, 2015, at about 7pm.
The suspects pretended that their vehicle was broken down on the bridge as they stole the rails from the bridge. As the RRS team approached, Kampo fled the scene. Ibrahim was however caught, Kampo is still at large.
If they removed the rails, it would have led to the bridge's collapse.
The police say Ibrahim would be charged to court.
