UEFA Champions League has been going on for a while and wonderful things are
happening. The top dogs are now coming last (I won’t mention their names before their fans start taking it personal). I
remember that the club played with my club, Arsenal. The way the referee did ojoro was just too painful. The thing weak me that day. Why was the referee doing
ojoro in broad daylight? That goes on to show that the referee is important in
every match.
When
you think about it, ruling a country is like being the referee in a football
match. Imagine watching a football match without a goal post. What do you see? You
see Grownups running around aimlessly with a ball. May we not run around
aimlessly. I will say "Amen" if you don't. Amen.
Let’s imagine PREFRON (President of the
Federal Republic of Nigeria) Buhari is the referee while the players are the Ministers
and Governors and even the masses. The ball in this scenario is the
task that lies ahead. The moment you remove the goal post (targets) what do you
have? You would have people running around for the next four years just like
the previous Government ran around for 16 years, achieving more or less
nothing.
From the look of things, it’s like the past administrations didn’t have targets and goals. If they did, they acted like they did not. Maybe their target was enriching themselves andhyding hiding it in Hyde Park.

The simple reason nothing works in government is that
people don’t have targets. The Ministers don’t have targets. The MDGs? No
targets. The Governors? No targets! How do you score a bull’s-eye without
aiming at it? The commissioners and Local Government Chairmen don’t have
targets.
Without targets, nothing is measurable. A typical ministry should be able to list its developmental targets on a quarterly basis and review according if targets have been met for that quarter. The same goes for all government agencies.
As far as I’m concerned, President Buhari may appoint Angels, Saints, or Sinners to become Ministers, but nothing will change if he doesn’t change the most important thing. The important thing I’m talking about here is having developmental targets for his Ministers and reviewing their targets on a quarterly basis. Else, PREFRON Buhari’s Ministerial nominations would be meaningless.Four years 3
